Following are forms and links that you may find useful or interesting. These forms represent documents that I feel are useful to know, or that I created for others to use freely. There is a link to the recent California Attorney General guidelines for law enforcement regarding the implementation of the Compassionate Use Act. I include a copy of my statewide draft ordinance, which contains many inclusive measures that could be proposed for adoption in any city or county, to finally begin implementing the Compassionate Use Act, as the voters intended. There are also several pages of forms for use in cannabis gardens, for the purposes of declaring qualified immunity and offering exculpatory evidence, as documentation for law enforcement and attorneys (note: these are the numbered forms).

 

I also include links for any citizen needing to file an official complaint against any state or local law enforcement officer, against any attorney (whether a prosecutor or a defense attorney) and against any judge. I will be including links for people needing to file damage claims against any city or county (and any of their agencies), as well as a link for people needing to file a complaint with their Grand Jury. The significance of filing such complaints or damage claims is twofold. First, it may help your specific case and it certainly sends a message that you take your rights seriously. But even more than that, if enough complaints are received against any official, it can have significant impacts for them later. For example, when law enforcement officers receive citizen complaints, that fact is made available to defense attorneys, who can then prevent that officer from testifying against their client or use it to educate the jury about the believability of some police testimony. Or, in the case of a judge or district attorney, it may help to prevent them from being re-elected. Defense attorneys who provide ineffective assistance of council and who receive complaints can face the possibility of disbarment, and you can ask the court for a new attorney, rather than getting stuck with a losing defense. Judges and prosecuting attorneys can also be disbarred or lose certain other privileges if enough complaints accrue. The filing of damage claims against any local or state government, it�s agencies and their agents, is necessary before civil litigation can be pursued against them. So filing the complaint is essential to retain your right to sue them. And finally, the filing of grand jury complaints can be an effective way to add more public scrutiny over the actions of officials, and in some cases can have resounding effects.
